What kind of person could do this to a sweet little pom?!

April was rescued from an animal shelter, which is where her family brought her. They said they could no longer afford to keep her. April is 8 years old and very sweet. Her owners who turned her in told the shelter she is housebroken. April has some issues that we need to have checked by the vet before she is adopted. She walks like she may have a hip problem. Her foster mom has also found that this poor girl has one foot that is either deformed or was crushed, separating a couple of toes from her foot. Her right ear is also a injured or a little deformed. Her tail hangs down limp. We'll have her checked out by a vet to see what is going on and find out if she needs any veterinary treatment.
Update#1
April has been seen by our vet and she has some terrible injuries. We now know she must have endured some severe abuse and neglect before she was turned into the shelter by her owners. April has a fractured pelvis, her tail is completely separated from the base of her spine, two of her toes are completely separated from the rest of the bones in her foot, and she had a broken leg in the past that was never treated and it has healed crooked. (see the other pictures to see her xrays) She is also in considerable pain. Her foster mom said April sometimes writhes in pain in spite of being on pain medication. April is having surgery on Tuesday 1/6. Please keep this sweet tiny girl in your prayers. If you would like to sponsor April please do. This sweet girl needs some rescue angels!
Update#2 April had the surgery to remove her tail and the injured toes she had. She is resting and healing. Once she heals from this surgery hopefully her most severe pain will be gone and we'll be able to determine if anything else is causing her pain and what other surgeries or veterinary treatment she will need.
Most Recent Update About April
April has developed arthritis mostly in her left leg since it had to support her while the right leg was healing. During the amputation of her tail it was found that it had become separated farther up her spine than first thought, so in essence she lost 1 inch of her spine beyone where her tail ended. It was amazing that she didn't lose the use of her rear legs. Unfortunately she is slowly losing her ability to eliminate completely. She is still able to control her bowls, but when she does relieve herself she has difficulty ending it cleanly. This will most likely get worse as time goes by. This just means that her little bottom needs to be washed off often.
After all the pain and lack of proper care, this wonderful little girl is about as sweet as she can be. She doesn't ask for much. She does have two favorite times of the day... outside of dinner time. First is just after her sanctuary mom gets home from work and they all go outside. It's just as they get back in the house, she grabs the nearest toy and whips it around for a bit and then slings it across the room. She'll do this several times and then she is spent until dinner time. The other time is when they go to bed, she will get in her sanctuary mom's face and demand a little play time, just her and April. She only plays for about a minute or so and then just settles in for the night. She sleeps through the night just as perfect as she can be.
She is still quite the beauty, with her folded ear, her wombat fanny, and her squat bow-legged waddle. We will care for her and keep her as comfortable as possible.
What an amazing creature is the dog. No matter what 'man' does to them, they recoup and continue to love and be loyal.
